Platte County, MO – Injury Crash on I-29 Near 64th St Involves Suspected DUI

Platte County, MO (August 20, 2025) – One man was injured and another arrested after a crash late Tuesday night, August 19, in Platte County.

According to the Missouri State Highway Patrol, the collision happened around 11:30 p.m. on Interstate 29, just south of 64th Street. A 1996 Dodge Caravan, driven by a 48-year-old man from Parkville, struck the back of a 2018 Isuzu passenger vehicle.

The driver of the Isuzu, identified as 48-year-old Todd M. Moulin, left the scene after the collision. Kansas City Fire crews transported the van driver to North Kansas City Hospital for treatment of his injuries.

Authorities later arrested Moulin on charges that included driving while intoxicated, leaving the scene of a crash, driving without a valid license, and having no insurance. He was later released to North Kansas City Hospital for treatment.

The Missouri State Highway Patrol continues to investigate this incident.
